Saute garlic and
onion in oil until tender. Stir in ground beef and continue
cooking until no pink remains; drain.
Stir in canned tomatoes, water, fresh tomatoes, green pepper,
seasonings and kidney beans. Bring to a boil; reduce heat and
simmer 2 1/2 to 3 hours.
At serving time, spoon chili into individual bowls and
sprinkle with cheese. Serve with garlic bread.
